Louisiana Justice (East Feliciana Parish)

Is this the Katherine Conner you know?

Lately, our nation has, once again, been forced to take note of the many injustices that regular, ordinary people suffer within our Justice System. The Trayvon Martin Case has brought these types of injustices to the forefront. Unfortunately, we can already see that as the Media Attention dies down, we are lulled back into a sense of comfort; as if there aren’t, literally, thousands, if not tens of thousands of these types of injustices occurring all across our nation, every year. Here is a story of just one more, which is occurring right now, in the small community of Wilson, Louisiana, in East Feliciana Parish.

Below, are the unbiased facts, as I see them, based on interviews with Katherine Conner, who has provided evidence to support her statements. These facts are as follows:

I have interviewed Katherine Conner extensively. She told me that her home had been damaged substantially by two Hurricanes. The first was Katrina and the second was Rita. She told me that she applied and was approved for a Grant from Road Home, for Home Improvements. She received her money in the Spring of 2008.

On July 7, 2008, Ms. Conner entered into a Contractual Agreement with Jefferson Roofing/Ralph Jefferson, of Centreville, Mississippi. See a copy of the actual contract below… ITEM NUMBER: 1 (Double click the page once or twice, as needed to enlarge) The contract stipulates that the total price of work to be done would be $14,000.00. Ms. Conner would pay $7,000.00, in advance, with the balance of $7,000.00 due upon satisfactory completion of agreed upon work.

The following, is Ms. Conner’s accounting of the events that transpired after entering into this agreement:

  • Work began on July 7, 2008
  • According to Ms. Conner,  approximately two weeks later, a member of Jefferson Roofing’s Crew fell through the roof and Mr. Jefferson tried to recoup $3,800.00 from her, to cover the damage that was done. Jefferson Roofing tried to get Ms. Conner to sign an agreement to pay that $3,800.00 on 07/25/2008. The contract  was dated 07/23/2008. She did not sign it.   • That same day, July 25th, Mr. Jefferson informed Ms. Conner that he did not have enough money to pay his crew, in order to complete the job.
  • Ms. Conner advanced Jefferson Roofing an additional $1,200.00 on 07/25/2008, reducing her balance due from $7,000.00 to $5,800.00. See a copy of the actual check below… ITEM NUMBER 5 (Double click the page once or twice, as needed to enlarge)
  • On 07/28/2008, Mr. Jefferson showed up to work and informed Ms. Conner that he had shown up to work without his supplies, that day.
  • Ms. Conner says she purchased $361.00 of supplies, so that Mr. Jefferson and his crew could work that day. This would have reduced her balance due from $5,800.00 to $5,439.00. Ms. Conner has not produced a receipt for this purchas, but she has produced an afidavid signed by a hired Contractor of Jefferson Roofing. The Contractor states that he heard Ms. Conner complaining about having to purchase $360.00 worth of supplies. This, in my humble opinion, is evidence, once again, that Ms. Conner has been truthful.   • Approximately one week later, Mr. Jefferson informed Ms. Conner that he did not have enough manpower to complete the job.
  • Mr. Jefferson reasoned that $1,800.00 was a reasonable estimate for the remainder of the work needed to be done and Ms. Conner, who is not an expert in such matters, accepted this estimate.
  • Mr. Jefferson and Ms. Conner agreed to subtract $1,800.00 off the balance due, to cover the cost of hiring another Contractor to finish the job, reducing the balance due from $5,439.00 to $3,639.00.   • Ms. Conner wrote Jefferson Roofing a check for $7,574.00 , on August 1, 2008, which was an over payment of $3,935.00, according to the evidence presented in this article. See a copy of the actual check below… ITEM NUMBER 7 (Double click the page once or twice, as needed to enlarge)
  • According to Ms. Conner; after Mr. Jefferson left, Ms. Conner began to feel that something wasn’t right and began to re-calculate everything. She determined that she had, somehow, managed to overpay Jefferson Roofing and to call him and request that he return the check, so that she could re-write another check in the correct amount.
  • During this phone conversation, Mr. Jefferson disagreed with Ms. Conner’s assertion that she had over paid him and insisted that the check was for the correct amount. He did not return it.
  • Ms. Conner informed Mr. Jefferson that she would have no other alternative than to cancel the check and she did, that same day, which was 08/01/2008.
  • According to Ms. Conner, the phone record would easily prove that their was a phone call from her and a conversation on this date and time. It would seem to makes sense for this evidence to be presented in court. Ms. Conner says it was not, although she had mentioned it to her Attorney, at that time, who was Attorney Anthony Long.
  • As it turns out, according to Ms. Conner, Mr. Jefferson wasn’t even licensed. She had been under the impression that he was.

According to a Police Report dated August 29th, a report was filed against Ms. Conner, by Mr. Jefferson and his Wife. The charge was Theft. See an actual copy of the relevant part of the Police Report below… ITEM NUMBER 8 (Double click the page once or twice, as needed to enlarge)

Ms. Conner retained Attorney Anthony Long and the case was heard on 02/01/2010, by Judge George H. Ware Jr. The DA was Sammuel C. Da’ Quilla. I won’t bore you with every detail of the trial, because this article is long enough. But according to Ms. Conner, the Judge did not allow all the evidence to be heard and the verdict was Guilty. Ms. Conner, who was 54 years old, at the time, had never had a Criminal Record in her entire life. But on this day, Katherine Conner was convicted of Felony Theft.

The question is; based on the evidence provided in this article, do you believe justice was served or do you believe an injustice has occurred? If you believe an injustice has occurred, what will you do? As Founder of the ‘Let’s Change the WORLD’ Movement, I would urge you to “Not just sit there…. Do something!”

Leave a comment, expressing your opinion, under any name; Lead more people to this article, so they can see how their local Justice System is administering justice in the lives or regular, ordinary people; Call, Write or Email the DA, the Judge, the Attorney General, the Local Newspaper and/or Television Station. Do whatever it takes, but by all means, “Don’t just sit there… Do something!”

    Why do stories like this continue to manifest themselves? A judge with bias decides what is and is not tangible evidence, a defense that literally makes the term “you get what you pay for” true, and someone who went through the ringer due to Katrina and Rita continues to bear the shaft of an inept government (both federal and state), futile relief funds, and pretty much treated as if she was trying to get ahead and pull one over on the system. It seems as though something is incredibly wrong when all of these factors make Katherine Conner, a law abiding citizen into a felon. Sadly, in order to clear her record and name of this wrongful conviction, this will require money- lots of it. But this is how a feudal system works- you can do anything you want provided you can pay for it, including defend yourself to ridiculous charges. Speaking from the heart, each time a sentence is imposed such as this, faith in our judicial system receives another proverbial crack, and how long until those who are victims of it outnumber the ones who impose it 10 to 1 and revolt? Maybe I’m thinking a microcosm of New World Order here, and I can’t help but stoop to Jim Crow’s level of thought and think that race played into her conviction as well. If nothing else- even if Katherine’s side of the story is slanted, even if she is only telling you her end of it from her eyes- at least she is using all resources available to fight back. She, with humility has brought her case to the attention of those who will listen. This is the power of an open source media page. Please sign petitions, send emails to her constituents, and demand that justice be served.

    Where is common sense in our judicial system? It is obvious that Katherine Conner is not a criminal. She is the victim of an unlicensed contractor; and when she tried to stand up for herself, she was punished!

    In justice here in America is out of control. This is a government that would rather pay millions to innocent people rather then to fix the flaws. Over the pass ten years this country has guilty blood on it’s hand as it has perhaps executed innocent men such as Willingham in Texas and Troy Davis in Georgia.

    As a Chicago Police Torture victim who served prison time for a crime I did not commit, I believe that injustice in this country will never correct it’s self, “YOU” are the people! and it’s up to us to force the system to conform to what we want and not what they want.

    I served 28 years in prison from the age of 16 to 44. Today I am one of the administrators over the Campaign to End the Death Penalty. I was a juvenile sentence to four counts of natural life. I say that both sentences are unfairly applied toward poor citizens. We are the people and we have a duty and obligation to fight for those inside U.S. prisons that are innocent and to call on reforms for those who are in prison and denied rehabilitation.

    This is a travesty that this poor lady had to get through this. The banking systems erroneous action caused an innocent lady to be incarcerated…..the system is broken and needs fixing immediately! Louisiana, get your act together and make this right!!!

    yes i agree she was wrongly convicted ,this starts at the level of the police report ,if she presented these documents to police at the time of interview i do not see how police could make a street judgement that she was guilty of felony theft and should have referered the complaining wit ,i.e roofing company to seek satisfaction thru cival suit for remainder of balance ,if she had the canceled checks and afvidavidt from employee of the company how could she be justly charged ,i personly just went thru an ordeal where as i was wrongly charged and prosecuted for a crime i did not commit ,i took my father he is 93 to a dr in greenvile ky ,the dr wrote a prescription for 15 pills but at the bottom of the precription wrote the word TEN ,he clearly made an error at the drug store i told the clerk to call the dr an resolve the issue the dr denied making a mistake and i was arrested on a felony charge ,no one including a paid atty would help find the truth in this matter they all said i didnt have a record so just take a guilty plea and get probation ,which i was forced to do ,i ended up with a public defender b/c of the high cost of represntation in circut court ,6.000.00 was required for my defense ,i was forced to plea guilty to something i absolutly did not do ,i wish there was some one to help me or is some one to help me reverse this for i did not commit the crim but no one really cared i was ran thru the systyme like herding cattle and no one cared of my innocence ,no one ,and that is a crime .best wishes phil carter central city ky

    This is an outrage to all intelligent people everywhere. I thought Louisiana was a progressive state since their Governor Jindal is an Indian. After seeing how he tried to handle President Obama, I know this is not someone I should trust. Listening to his voice when he speaks one can hear his true character. This appears to be one of the most corrupt places in the U.S.A. This poor woman and her son were victimized by unscrupulous, vicious, sick-minded people in the the most horrible way–ugly, false allegations against her and her son’s character on the record to make people think they are scum of the earth. They are suffering and need relief. Please read and understand that this could happen to you if you don’t fight against it now. Police states like this are horrible to people of color. STOP THE MADNESS! Sign her petition for justice. She just wants a fair chance at restoring her life and good name. This was cruel racism and hatred at work.     Ihave filed many complaints with the US Dept of Justice on issues as this and have read this blog and I dont see where a crime has occurered, this is a civil matter and the contracters need to be sued where the hell does some contracter get off on trying to coerce someone to pay the full amount, the contracters are supposed to be insured. this is a serious miscarriage of justice that needs to be rectified immediately.

    It is ridiculous to be putting people in jail over issues of debt anyway. This should have been a civil matter settled in court with a judgment made as to who owed whom what. They stole us; they sold us; they owe us. There is no reason this sister should have spent one second in jail. It is not even a criminal matter.

    Due Process??? There is no Due Process of the Law in this court! If there is no probable cause, or evidence they will fabricate some. The jurors are usually groomed, and programmed to do their bidding. Most poor people in this parish can’t afford a lawyer that is not intimidated by this court,or looking out for themselves. I had 3 lawyers on my case, and 4 on my son’s. There was no evidence of a crime in both cases,hearsay. If you don’t accept a plea deal, you will almost for certain be convicted. They make their own laws here!

    I am so sorry for you and your son Katherine. I pray God will lay hands on them and not let them rest until they come forth and right this wrong they have done to you and your son. The devil holds their heart and soul. They don’t feel anything. They use their money to do wrong and gang up on those of us who are not wealthy. Put on probation for what? This is just a way for them to help one of their friends make more money off of a poor person. It’s a joke. Plead guilty and you will get probation. Like getting a traffic ticket and paying it before your court date so that your insurance company does not find out about it. So many people on probation for nothing. And what is “The Constitution of the United States” now. It is essentially nothing. All a state does is scream “states rights” our state have their own rule concerning that law. WTF We have no constitutional rights. Don’t you see, the judges,DA’s, cops, etc. have taken them away. And there is not a damn thing we can do about it. I have lost all the confidence I ever had in this justice system of ours, since my nephew was locked away in Angola,LA for 300+ years, for crimes he did not commit. This system is so corrupt. I’m crying and screaming “PROVE ME WRONG SOMEONE, ANYONE, HELP.” Prove me wrong.

    Hello. Many people get this same treatment. If we allow this injustice in the courts and do not protect the rights of minorities or others who do not know the law, this is why it continues for others who cannot believe this happens. You hear about many injustices of civil rights etc.; but never thought it is the norm. IMO, as usuall, because the city was involved, the judge possibly ruled on the unlicensed contractor to not open a possible back door to corruption.

Everybody doing what ever little they can, no matter how small, to make a difference in the life of another, others or in their community. And we all do what ever little we can; then together, we can ‘Change the WORLD’. Our motto is: “Don’t just sit there… Do something!”

    This is the perfect example of an opportunity for ordinary, everyday people to make a difference. Your comment, for example, is helping by simply showing that people are watching and that people care. Also, by making sure that the victim feels our support and if we invite the Movers and Shakers to this article, they will see how many voting Citizens care and are watching. An anonymous letter; e-mail or phone call to the Powers that be are other small things that help. Attending Town Hall and School Board Meeting and expressing outrage or support for what you care about is an easy thing to do. Those who have the time and the stanama, can do more, like becoming an activist or even run for an office themselves. And last, but certainly not least; we must all vote. Our vote does count and the biggest trick of the Devil and those who work for him is that it does not. Don’t believe it and let’s stop teaching our kids to believe it. Instead; let’s unite in numbers large enough to make it count and rid our communities of those Politicians who do what’s best for their Political Campaigns and ambitions, instead of what is best for their constituents and those who put them into office.

    In other words; “Don’t just sit there… Do something!”

    I don’t even know where to begin with this. Is this a story of racism – or just plain wrongness? How can someone be accused of a felony theft in the use of their own money? This is one more example of why we need a FIST Prosecutor network in Pennsylvania, California, New Jersey, New York, Alabama, Louisiana, Oklahoma, SO MANY states. The President has been deaf to the call of justice. He and his political geniuses (or so they think) take credit for the capture of the #1 most wanted, while the man who did the positive ID on the #1 most wanted SITS IN SOLITARY CONFINEMENT, and Obama does NOTHING to help him, and never mentioned his name at the Democratic Convention, where ONE WORD would have made a difference. And THOUSANDS or TENS OF THOUSANDS of Americans are wrongly accused, and HUNDREDS OF THOUSANDS of people in the USA are in prison WHO DON’T BELONG THERE – and our US Justice Department does NOTHING to help, nothing to establish justice. That’s why we need a FIST Prosecutor network. Mr. Obama: TEAR DOWN THAT WALL of obstruction in Washington!

    I am a lawyer, and I can tell you what happened to this woman was not right. She has a claim for Due Process, (42 USC sec 1983), false imprisonment, abuse of process and malicious prosecution against the contractor.
    She needs to sue in Federal Court where the courts are not corrupt and idiotic. My prayers will be with her that she finds the justice that was lacking.

    I do not understand how you can be charged with any crime at all…especially if Pelican paid the guy after you attempted to stop payment on your check. Did it go through? And what exactly is your ‘crime’? I think you need to be more careful when paying people you owe money to…I can’t imagine how in the world you could overpay someone thousands of dollars, and not realize it. I agree that the judicial practices in EFP are unjust, as I, too, have felt these injustices. Corruption…pure and simple. I will be paying close attention to the outcome of your case, and if I were you, I would call the NAACP and the news stations to publicize your ordeal. If it is as you stated, I am sure EFP will owe you quite a bit of monetary compensation for violating your civil rights, wrongful conviction, and the stain placed on your credit report and criminal background. I believe re-election campaigns will be coming up soon, also, and to go public to your peers who vote for those in public office might also be helpful to avoid having such individuals in office….IF your story and its facts are the true, indisputable events of this situation.     Tazed and Sprayed, this story is true! I stopped payment on the check, after I realized I hadn’t deducted payments I had advanced this contractor. Pelican State Credit Union didn’t stop the check electronically, leaving a loop hole for this man to convert the check into an electronic item and withdraw the money from my account anyway. When I complained to them about this they apologized and had me to complete an affidavit which turned out to be the wrong one (forgery) and replace the money back to my account. It should have been a Penalty of Perjury Affidavit. I held the money anticipating a compromise, or civil court with this contractor since my home was never finished, etc. The contractor, then filed criminal charges against me, alleging I stopped pay on the check to steal his labor, and used the forgery affidavit to say I alleged he forged my name on the check. There was no prior investigation, I was arrested, jailed, and later convicted, I personally feel for exercising my 1st amendment right by filing a complaint on the District Attorney for false arrest/being charged, and the judge for not allowing me to present evidence at my so called Preliminary Hearing, that would have cleared me right there. This was a civil contractual dispute persecuted as a crime,involving money awarded to me by FEMA to repair my home, etc. I had much right to hold this money until a satisfactory resolution was made, as this man had to illegally withdraw it from my account, knowing full well he hadn’t finished my home, and I did NOT owe him $7,574, the amount he claimed. As far as overpaying people, this can happen to anyone, especially when you have a several things going on at a time. I did realize within the hour I had overpaid him and contacted him about returning the check for the correct one, before stopping pay.
